This bill, concerning public postsecondary education executive officers, establishes limitations on salary increases and bonuses for executive officers within the California State University (CSU) system. Specifically, the CSU trustees are prohibited from increasing the monetary compensation or approving bonuses for executive officers, defined to include positions like the Chancellor and campus presidents, within two years following a fiscal year where either mandatory student fees were raised or the General Fund appropriation to the CSU was not increased. Furthermore, the bill restricts the compensation for new executive officers to no more than 105% of the compensation of their predecessor in the same role. These provisions apply to executive officers who enter or renew employment contracts after January 1, 2013, and the bill also requests the University of California (UC) Regents to adopt similar restrictions for their executive officers, with these UC-specific requests set to expire on January 1, 2023, unless extended.
