This bill, concerning public postsecondary education in California, adds new sections to the Education Code to regulate administrator compensation at both the California State University (CSU) and the University of California (UC). For the CSU, it mandates that the trustees cannot approve compensation increases for administrators using state funds, tuition, or fees if state funding decreases or if tuition/fees are raised in the same fiscal year. Furthermore, administrator compensation increases are capped at 10% of their previous pay, and subsequent annual increases are limited to the rate of inflation as measured by the California Consumer Price Index. The bill also expands the definition of "administrator" to include a broader range of high-level positions within the CSU system. For the UC, the bill makes similar requests to the regents, asking them not to enter into or renew contracts with compensation increases under the same fiscal conditions as the CSU, and similarly capping increases at 10% with subsequent annual inflation adjustments. The definition of "administrator" is also broadened for the UC system. Importantly, the bill removes provisions that previously restricted administrators from participating in donation procurement or contract negotiations with entities that provided funding for compensation increases through auxiliary organizations (for CSU) or UC campus foundations (for UC).
