This bill proposes the creation of a task force to explore the feasibility of a statewide long-term care insurance program in California, acknowledging widespread public concern about the affordability of care for aging and disabled individuals. The task force, to be convened by the Insurance Commissioner, will examine how such a program could be designed to offer expanded options for those needing long-term care services and supports, considering aspects like eligibility, enrollment (including potential mandatory enrollment with an opt-out option), benefits, financing, and administration, and how it would interact with existing programs like Medi-Cal. The goal is to help individuals with functional or cognitive limitations remain in their communities by covering nonmedical services and to offset some of the costs associated with chronic and disabling conditions, though not necessarily the entire cost of care. The task force will also assess premium needs for a solvent program, coordinate benefits with private insurance, and include representatives from relevant state departments. The task force is required to submit its recommendations to the commissioner, Governor, and Legislature by January 1, 2014, and this section of the law will be repealed on January 1, 2017, unless extended.
