This bill, concerning executive officer compensation in California's public postsecondary education systems, establishes limitations on salary increases and bonuses for executive officers, defined as high-level administrators like chancellors and presidents, and their direct reports. Specifically, for the California State University (CSU), the trustees are prohibited from increasing the monetary compensation or approving bonuses for executive officers within two years following a fiscal year where either mandatory systemwide student fees were raised or the General Fund appropriation to the CSU was not increased compared to the previous year. Furthermore, incoming executive officers cannot receive compensation exceeding 105% of their predecessor's. Similar restrictions are requested for the University of California (UC) Regents, applying to their executive officers. These provisions, which define monetary compensation to include salary and allowances, are set to expire on January 1, 2024, unless extended by future legislation.
