This bill, the National Heritage Area Act of 2013, establishes a system of National Heritage Areas (NHAs) to recognize and conserve areas with nationally significant stories and resources, such as natural, historic, scenic, and cultural assets that form distinct landscapes. The Secretary of the Interior (referred to as the "Secretary") will provide technical and financial assistance to local coordinating entities, which are organizations designated to manage these areas, to support their establishment and ongoing development. Importantly, these NHAs will not be considered part of the National Park System and will not be subject to its specific regulations. Designation of an NHA requires an Act of Congress, following a completed management plan and a determination by the Secretary that the area meets specific criteria, including having nationally significant resources, community support, and a viable local coordinating entity. The bill also outlines requirements for feasibility studies, evaluation of NHAs every ten years, and prohibits the use of federal funds for acquiring real property within an NHA. It also clarifies that the act does not affect property owners' rights or existing regulatory authorities of federal, state, or local agencies. Funding is authorized for various aspects of the program, with matching funds required from local coordinating entities.
