This bill amends Section 8880.30 of the Government Code, which outlines regulations for determining winners in California State Lottery games, to allow for greater flexibility in the methods and technologies used. Specifically, it removes the requirement that drawings for winning numbers, entries, or finalists must be witnessed in person or via live audio and video feed by an independent lottery contractor, except for computer automated drawings. The bill also removes the stipulation that equipment used in drawings must be inspected by both the independent contractor and a Lottery employee before and after the drawings, and that both inspections and drawings must be audio and video recorded.
