This bill, the Marine Turtle Conservation Reauthorization Act of 2013, amends the Marine Turtle Conservation Act of 2004 to expand its scope to include projects within the United States, not just foreign countries, by removing references to "foreign countries" and defining "State" and "United States" to encompass all U.S. territories and tribal lands. It also reauthorizes appropriations for the Marine Turtle Conservation Fund, which provides funding for marine turtle conservation efforts, for fiscal years 2014 through 2018, and increases the amount that can be used for administrative expenses. Crucially, it mandates that at least 20% of the funds made available from the Marine Turtle Conservation Fund each fiscal year must be dedicated to projects aimed at conserving marine turtles within the United States.
