Bill Summary

This bill revises the bi-state waterfront commission compact between New Jersey and New York. The bill amends the Waterfront Commission Act to require that the waterfront commission of New York harbor ("commission") hold meetings, maintain minutes of any meeting, and to submit these minutes to the Governors of New Jersey and New York for approval. No action could be taken except at a meeting for which minutes are taken. The bill further provides the Governors of New Jersey and New York with the authority to review the minutes and approve or veto them within 10 days of receiving the minutes. No action taken at any meeting may take effect until the 10-day period has elapsed, unless the Governor approves the minutes in less than 10 days. The bill provides that after the required period has elapsed, if the Governors have not notified the commission of a veto of the minutes, the minutes and any action taken at that meeting to which the minutes correspond shall take effect. In addition, the bill requires that the commission may not promulgate regulations, or retain counsel, private consultants or auditors without the approval of the Governors of New Jersey and New York.
