This bill amends Section 87406.3 of the Government Code, which is part of the Political Reform Act of 1974, to clarify and slightly modify restrictions on post-government employment for certain local officials. Specifically, it clarifies that individuals who held positions with local government agencies, such as elected officials, chief administrative officers, or members of local governing boards with decision-making authority, are prohibited for one year after leaving their position from acting as an agent or attorney for compensation before that same local government agency, or any of its committees, members, officers, or employees, if the purpose is to influence administrative or legislative actions, or matters related to permits, licenses, grants, contracts, or the sale of goods or property. The bill also clarifies that this restriction does not apply to individuals who are currently serving as a board member, officer, or employee of another local government agency and are appearing on its behalf, or to individuals who are members of a local board or commission that is *solely advisory*. The bill also notes that local government agencies can adopt their own ordinances or policies that are even more restrictive than these provisions and provides definitions for "administrative action" and "legislative action" for the purposes of this section.
