This bill exempts municipal fireworks displays, defined as public fireworks shows conducted, organized, or sponsored by a city or county, from certain environmental review requirements. Specifically, it amends the California Environmental Quality Act (CEQA), which is a state law requiring environmental impact assessments for projects that could significantly affect the environment, by stating that CEQA, found in Division 13 of the Public Resources Code, does not apply to these displays. Additionally, it clarifies that a coastal development permit, which is a permit required for development in coastal zones, is not needed for municipal fireworks displays. The bill also amends the definition of "development" under coastal protection laws to explicitly exclude municipal fireworks displays.
