This bill amends Section 13001 of the Elections Code to clarify how election expenses are paid. Currently, most election costs are covered by county treasuries, or city treasuries if the election is called by a city. This bill maintains that general rule but adds a specific provision: expenses for elections called by the Governor to fill vacancies in the State Senate, State Assembly, U.S. Senate, or U.S. House of Representatives will be paid by the state. If such a state-called election is combined with a local election, the state will only cover the extra costs directly associated with the state-mandated election.
