This bill amends the California Vehicle Code to add a new section that will require the Department of Motor Vehicles (DMV) to include a statement on applications for original or renewed driver's licenses, in a location deemed appropriate, allowing male applicants between 18 and 25 years of age to register with the federal Selective Service System. The statement will clearly indicate that consent to register is not a requirement for obtaining a driver's license. By consenting to registration on the driver's license application, individuals who are required to register under the federal Military Selective Service Act will be considered to have authorized the DMV to forward their necessary information to the Selective Service System for registration. The bill also clarifies that the DMV will only forward personal information to the Selective Service System for individuals who explicitly consent to registration, unless otherwise specified by a memorandum of understanding.
