This bill amends existing law to update and expand the requirements for strategic planning related to aging in California. It requests the University of California to conduct a survey of existing resources for an aging society, identify gaps, and project future needs, and to develop a demographic profile and a plan for a longitudinal data base of Californians. Based on this information, the Secretary of California Health and Human Services, in consultation with various groups, will develop a statewide strategic plan to address the demographic, economic, and social changes associated with an aging population. The bill also mandates that these plans be updated periodically, specifically by January 1, 2014, and thereafter, to include specific statutory and program changes for existing aging and long-term care plans, the development of a seamless service delivery system to help seniors and individuals with disabilities remain in their communities, and recommendations for an agency to guide the implementation of the strategic plan. Additionally, it appropriates $125,000 from the General Fund to the University of California for conducting the resource survey, contingent on the university undertaking this task.
