This bill establishes the State Seal of Biliteracy, a recognition for high school graduates who demonstrate proficiency in one or more languages in addition to English, aiming to encourage language study, certify biliteracy, and help employers and universities identify individuals with these valuable skills. To earn the seal, students must complete English language arts requirements with a certain grade point average, pass the 11th-grade English language arts test at a proficient level or above, and demonstrate proficiency in another language through various methods such as passing Advanced Placement or International Baccalaureate exams, completing a four-year language course of study with a high GPA, or passing a district-certified language exam. For students whose primary language is not English, they must also achieve a high level of English language proficiency. The Superintendent of Public Instruction will provide an insignia for diplomas and transcripts, and participating school districts will be responsible for maintaining records and awarding the seal, with no fee charged to students. The bill also allows for the use of existing funds to develop a website for electronic delivery of this seal and the Golden State Seal Merit Diploma.
