This bill, an addition to the Political Reform Act of 1974, aims to prevent the misleading use of logos and identifiers in political mailings, particularly those that resemble those of government agencies or public safety organizations. It requires any "slate mailer organization" – a group that sends out mailings endorsing multiple candidates or ballot measures – to obtain explicit written permission before using a logo, insignia, emblem, or trademark that is identical or very similar to one belonging to a governmental agency or a non-governmental organization representing public safety personnel like law enforcement or firefighters, if such use could imply endorsement. Furthermore, if a slate mailer organization uses a name that suggests affiliation with public safety personnel, it must disclose the total number of members in that organization on the outside of the mailing and on an insert, in a clearly legible format. The bill's intent is to protect the public's trust in government and public safety communications, which could be undermined if people mistakenly believe official warnings or information are political advertisements.
