This bill allows certified producers, or agents, of the California Automobile Assigned Risk Plan (CAARP), which is a program designed to provide insurance for drivers who can't get it elsewhere, to process applications for low-cost automobile insurance policies through an Internet website. The CAARP will also establish and maintain its own website to help the public find or be randomly assigned a certified agent to purchase this low-cost insurance, ensuring the website provides all necessary disclosures, educates consumers, and safeguards their information. Additionally, the bill clarifies that applicants won't need to provide a driver's license copy if the Department of Insurance finds another way to verify licensure, and it updates vehicle registration notices to include information about the low-cost auto insurance program and how to access it online or by phone.
