This bill amends existing law to require the administrator of California's veterans' homes to consider a veteran's economic need when prioritizing admissions, in addition to existing priorities for wartime service, Medal of Honor recipients, and former prisoners of war (POWs). Specifically, the administrator will assess economic need by looking at whether a veteran is homeless or at risk of homelessness, has an annual income below two and a half times the federal poverty level, and has a net worth (assets minus liabilities, including personal property like cash and vehicles, and real property) less than ten times the federal poverty level. This change aims to ensure that veterans facing greater financial hardship are given appropriate consideration for admission to these homes.
