This bill amends Section 5847 of the Welfare and Institutions Code to clarify existing provisions related to integrated mental health plans for children and adults, aiming to streamline approval processes for programs developed under specific sections of the law. It requires each county mental health program to submit a three-year plan that includes programs for prevention and early intervention, services for children (including wraparound programs or justification for not providing them), services for adults and seniors, innovations, and technological and capital facility needs. The bill also mandates the identification of personnel shortages and the establishment of a reserve fund to ensure continued service delivery during periods of lower revenue from the Mental Health Services Fund, which is funded by Proposition 63, a voter-approved initiative from 2004. Furthermore, the plans must address the needs of transition-aged youth, specifically those aged 16 to 25, and consider foster youth within this age group. The State Department of Mental Health will annually inform counties of available funds for children's and adult/senior services, and counties must prepare expenditure plans and updates detailing the number of individuals to be served and the cost per person, including the utilization of any unspent funds from the previous year. The bill also specifies that funds from the reserve can be used for services to children and adults/seniors if allocated funds are insufficient to maintain the previous year's service levels.
