This bill aims to implement the recommendations from studies required by the Natural Gas and Horizontal Well Control Act. The key provisions include: 1. Requiring continuous real-time monitoring of air, noise, light, and dust at the closest residence or point of impact, and implementing the maximum available control technology if the monitored levels exceed certain parameters more than 5% of the time during any 24-hour period. These parameters include noise limits, dust standards, and limits on air pollutants. 2. Prohibiting light from artificial sources from shining directly on any residence or livestock structure. 3. Providing the secretary the authority to propose rules establishing guidelines and procedures for reasonable levels of noise, light, dust, and volatile organic compounds related to horizontal well drilling, and reasonable mitigation measures if necessary.
