This bill makes several changes to controlled substances schedules and regulations related to advanced practice registered nurses (APRNs) and physician assistants (PAs): - It adds several new fentanyl-related substances to Schedule I of controlled substances. - It moves nabilone and dronabinol in oral solution from Schedule III to Schedule II. - It authorizes APRNs to prescribe, administer, and dispense legend drugs, controlled substances, and medical devices, including through protocols and collaborative practice agreements with physicians. - It expands the scope of practice for PAs to include diagnosing, prescribing, and instituting therapy, and requires a collaborative agreement with a physician instead of a delegation agreement. - It makes other changes to PA supervision, practice, and disciplinary provisions. - It also includes various other health care-related provisions, such as allowing pharmacists to prescribe self-administered hormonal contraceptives, nicotine replacement medications, and opiate antagonists.
