This bill creates the "Animal Abuser Registry Act," which would require all persons convicted of animal abuse crimes in Rhode Island to register with an online registry maintained by the Attorney General's office. The registry would remain active for 15 years after the offender's release from incarceration, or conviction if not incarcerated, and would be publicly accessible. The bill also prohibits animal shelters, pet sellers, and other entities from selling, exchanging, or transferring ownership of any animal to a registered animal abuse offender. Penalties are established for offenders who fail to register or violate the ownership prohibition, as well as for entities that transfer animals to registered offenders.
