This bill changes the independent expenditure reporting requirements and introduces new electioneering reporting requirements. Specifically, it defines "electioneering communication" as any communication that refers to a clearly identified candidate or ballot question, is distributed in the 30 days before an election or vote, and is directed to the relevant electorate. The bill requires any person, other than a committee, who makes an electioneering communication of more than $1,000 to file a report with the commission within 2 days. It also amends the reporting requirements for independent expenditures and other entities, such as corporations and labor organizations, to include electioneering communications. The bill imposes late filing fees and criminal penalties for violations of these new provisions.
