This bill: Amends the Illinois Administrative Procedure Act to allow the Department of Commerce and Economic Opportunity to adopt emergency rules to implement the Coronavirus Business Interruption Grant Program (or BIG Program), which will provide financial assistance to eligible businesses that have experienced interruption or other adverse conditions due to the COVID-19 public health emergency. The bill sets aside a portion of the appropriation for the program to be used to repay or convert eligible loans made through the Department's Emergency Loan Fund Program, and requires that a minimum of 50% of the program funds be used for businesses that provide critical support services like child care and early childhood education, as well as a minimum of 30% for businesses in the most disproportionately impacted areas of the state. The bill also amends the Illinois Public Aid Code to: - Allow the Department of Healthcare and Family Services to provide pandemic-related stability payments to health care providers that are providing care to Medicaid recipients, with a minimum of 30% of the payments to be allocated to providers that serve the most disproportionately impacted areas. - Expand Medicaid coverage to certain noncitizen individuals over the age of 65 who are not otherwise eligible. In addition, the bill establishes the Legislative Budget Oversight Commission to monitor budget management actions and the distribution of federal COVID-19 relief funds, and amends various other laws related to taxes, fees, funds, and programs.
