Requiring new public water utilities to submit a source water protection plan before commencing operations. 3. Granting the Commissioner the authority to review, approve, reject, or modify the submitted plans, after consulting with local public health officers and conducting a public hearing. 4. Allowing the Commissioner to request the public water utility to conduct studies to determine the actual risk and consequences related to potential sources of contamination. 5. Requiring public water utilities to update their source water protection plans at least every three years or when there is a substantial change in potential sources of contamination. 6. Authorizing the Secretary to propose legislative rules to implement the provisions of the bill, including a staggered schedule for the submission of source water protection plans.
