This bill creates the Adopt-A-Stream program, which is modeled after the state's existing Adopt-A-Highway program. The program allows individuals, groups, and organizations to adopt and regularly clean up sections of West Virginia's streams and rivers that are part of the West Virginia Stream Partners Program. Volunteers commit to performing three cleanups per year for a two-year period, and are provided with necessary supplies and equipment by the program. Adopted streams are marked with signs, and volunteers who complete the required cleanups receive a certificate of accomplishment.
