This bill revises and makes permanent the Medicaid expansion program in Montana. It increases the utilization fee that hospitals must pay for each inpatient bed day from $50 to $70, and it also imposes a new 0.95% utilization fee on hospital outpatient revenue. The proceeds from the fees are deposited into state special revenue accounts, with 50% of the outpatient revenue fee going towards funding the Medicaid expansion program. The bill also removes the temporary nature of the Medicaid expansion program and makes it a permanent part of Montana's Medicaid system. Additionally, it appropriates $6 million from the state general fund to the Department of Labor and Industry for the Montana HELP Act workforce development program.
