This bill enacts the California Circular Economy and Plastic Pollution Reduction Act, which would impose a comprehensive regulatory scheme on producers, retailers, and wholesalers of single-use packaging and priority single-use products made partially or entirely of plastic. The bill requires producers to source reduce and ensure that all single-use packaging and priority single-use products manufactured on or after January 1, 2032 are recyclable or compostable. The department is required to achieve and maintain a statewide 75% reduction of waste generated from these items through source reduction, recycling, and composting by January 1, 2032. The bill also authorizes producers to collectively form one or more stewardship organizations that adopt a stewardship plan as an alternative to individually complying with the regulatory scheme. Additionally, the bill establishes a California circular economy regulatory fee to be paid by producers to cover the reasonable regulatory costs of implementing the act.
