This bill amends the Texas Business & Commerce Code to limit the information that consumer reporting agencies can include in consumer reports. Specifically, it prohibits the inclusion of information related to bankruptcy cases older than 10 years, legal judgments older than 7 years, tax liens paid off more than 7 years ago, and criminal records older than 7 years. The bill also prohibits the inclusion of medical debt collection accounts if the consumer was covered by a health plan at the time and the debt is for an out-of-network emergency or facility-based provider claim. The bill takes immediate effect if it receives a two-thirds vote, or otherwise takes effect on September 1, 2019.
