This bill seeks to: 1. Allow for the electronic notification of an invitation for bids and electronic submission of bids by local governmental units, such as counties, cities, towns, and school districts. 2. Create the "Fair Notice and Efficiency in Public Works Act" to promote the efficient and economical administration of public works construction projects. The act establishes a Public Works Committee to oversee the selection of vendors to provide online advertisement of bid notices, and imposes penalties for vendors who violate the act's provisions. The bill also amends existing laws to require local governmental units to both publish bid notices in a newspaper and post them on the website of a vendor selected under the new act, if they are accepting electronic bids. Similar requirements are added for state agencies advertising contracts for the renovation of historic sites.
