This bill requires the state of Missouri and all its political subdivisions to accept virtual currency as legal tender. If the state or a political subdivision's software, hardware, or other equipment is not capable of accepting virtual currency, they must upgrade or improve their equipment to do so. The bill defines "virtual currency" as any digital money in an unregulated environment that is issued and controlled by its developers and used as a payment method among members of a specific virtual community. The state and its political subdivisions may make reasonable regulations regarding the types of virtual currency they accept, based on the capability of their technology or the degree to which a particular virtual currency is used, accepted, and regarded in the marketplace.
