This Memorial requests the Legislative Finance Committee (LFC), a government body responsible for analyzing state budgets, to conduct a thorough financial review of a proposed "health security plan." This plan, previously outlined in House Bill 295 and Senate Bill 279, aims to provide comprehensive, affordable, and high-quality health coverage to all New Mexico residents, regardless of their employment or health status, by potentially pooling all residents into a single health insurance group to achieve economies of scale and reduce costs. The LFC is authorized to hire contractors if needed and is directed to collaborate with various state agencies, including the Office of Superintendent of Insurance, the Human Services Department, and the Department of Health, as well as the New Mexico Health Insurance Exchange and private insurers and providers, to gather necessary cost and coverage data, ensuring efforts are not duplicated. Finally, the LFC is instructed to report its findings on the plan's financial viability to the Legislative Health and Human Services Committee by July 31, 2021.
