This bill establishes an open primary process followed by a general election conducted using ranked-choice voting. The open primary allows all eligible voters, regardless of party affiliation, to vote for any candidate, with the four candidates receiving the most votes advancing to the general election. Minor parties and unaffiliated candidates may also qualify for the general election by meeting ballot access requirements. The general election will be conducted using ranked-choice voting, where voters rank the candidates in order of preference, with lower-ranked candidates being eliminated and votes redistributed to voters' next preferences. The State Board of Elections is tasked with developing the optimal method for conducting and counting the ranked-choice voting election and designing an easy-to-understand ballot, as well as implementing a voter education program.
