This bill proposes to expand MO HealthNet services, Missouri's Medicaid program, to cover individuals aged 19 to 64 with incomes at or below 133% of the federal poverty level, starting on January 1, 2021. The bill defines the "health benefits service package" that would be provided to these newly eligible individuals, and requires the reimbursement rates to providers to be comparable to commercial rates. The bill also includes provisions to discontinue the expanded eligibility if the federal medical assistance percentage falls below 90% or if the state legislature votes to do so. Additionally, the bill requires the MO HealthNet oversight committee to research potential health-related savings and revenues associated with the expansion, as well as the feasibility of implementing cost-sharing and enrolling the new eligible individuals in private health plans. Finally, the bill submits this proposal to Missouri voters for approval or rejection through a referendum at the November 2020 election.
