This bill, subject to congressional authorization, places Utah on year-round mountain daylight time. The bill defines "mountain daylight time" as the period during the year when mountain standard time is advanced by one hour, and "mountain standard time" as the observed time assigned to the mountain time zone. The bill exempts all areas of Utah from standard time and establishes that the year-round observed time for the entire state and its political subdivisions is mountain daylight time. The bill's effective date is contingent on two events: 1) Congress amending federal law to authorize states to observe daylight saving time year-round, and 2) at least four other western states passing legislation to place all or a portion of their states on year-round daylight time.
