This bill creates the Civil Service and Human Capital Modernization Act, which establishes the Human Capital Management Administration (HCMA) as a division of the Office of Management and Enterprise Services. The HCMA will handle complaints from state employees regarding disciplinary actions, set up an administrative law judge process for hearing these complaints, and maintain a statewide Alternative Dispute Resolution Program. The bill also requires all new hire state employee positions and unclassified state employee positions to be administered by the HCMA starting January 1, 2021, while allowing classified employees to retain their status if they choose.
