This bill creates mechanisms to increase Utahns' access to affordable insulin. It caps the total amount that an insured is required to pay for at least one insulin in each therapy category at $30 per 30-day supply, unless the health benefit plan covers insulin in the lowest tier with no cost-sharing or guarantees an insured will not pay more than $100 per 30-day supply. The bill also requires the state Department of Insurance to study the cost of insulin manufacturing and factors that determine the price of insulin. Additionally, it establishes an insulin discount program that allows eligible Utah residents who use insulin to purchase it at a discounted, post-rebate price.
