This bill amends the Mississippi 811 Law to revise the requirements for notifications regarding underground utility lines or facilities. The key provisions are: 1. Operators of underground utility lines or facilities must report the status of their work through the Positive Response Information System (PRIS) within two working days of receiving notice of excavation, either by marking the location of their lines/facilities, advising they have no lines/facilities in the area, or indicating they can only locate their lines/facilities by excavation. 2. Operators must notify excavators through the PRIS when they have marked the location of their underground lines/facilities. 3. Excavators must contact Mississippi 811, Inc. if they encounter unmarked underground lines/facilities, and the operators must then contact the excavator within four hours to provide information about their known underground facilities in the excavation area. 4. The bill specifies the color-coding requirements for marking different types of utility lines/facilities. 5. The bill allows excavation to commence before the full two-working-day waiting period if all identified facility owners/operators have responded through the PRIS and indicated their facilities are either not in conflict or have been marked. The bill takes effect on January 1, 2021.
