This bill, the California Access to Housing and Services Act, would establish the California Access to Housing and Services Fund in the State Treasury and continuously appropriate up to $2 billion annually from the General Fund to the fund. The Department of Housing and Community Development and the State Department of Social Services would jointly administer the fund to provide financial assistance for additional affordable housing units, rental and operating subsidies, and stabilizing board and care homes. The bill would allocate funding to counties and continuums of care, large cities, and developers in unincorporated areas and smaller cities based on factors like homelessness data and extremely low-income households. Recipients would have to comply with various requirements, such as using Housing First principles, providing services, and meeting expenditure deadlines. The bill would also exempt certain housing-related actions by large cities from the California Environmental Quality Act.
