This bill revises the authority of the Board of Trustees of State Institutions of Higher Learning (IHL Board) to choose the executive heads of state institutions of higher learning. The key provisions are: 1. It establishes a seven-member search committee comprised of appointed alumni to submit qualified candidates to the IHL Board for selection of the institutional executive officers, rather than the IHL Board having sole authority. 2. The search committee members are appointed by the Governor, Lieutenant Governor, and Speaker of the House. 3. The search committee is required to establish qualifications and a reasonable search process, including local public hearings. The proceedings of the search committee and IHL Board during the selection process are not subject to public records and open meetings laws for three years. 4. If the search committee fails to submit candidates within one year, it is dissolved and the IHL Board regains the authority to elect the institutional executive officer. 5. The search committee members receive per diem compensation but no annual salary. 6. The IHL Board retains final authority to elect the institutional executive officers.
