This bill makes several changes to Medicare supplement payments in Minnesota: 1. It requires health carriers to deliver a copy of the Medicare supplement policy along with the outline of coverage when an applicant applies for coverage. 2. It removes the limited enrollment period for Medicare supplement plans and requires health carriers to accept applicants for these plans at all times throughout the year, regardless of age or disability status. 3. It extends the coverage of the extended basic Medicare supplement plan to include an additional 365 days of coverage after Medicare benefits end. 4. It also extends the coverage of the basic Medicare supplement plan to include an additional 365 days of coverage after Medicare benefits end. 5. The bill repeals a section of existing law that provided guaranteed issue rights for certain eligible individuals to enroll in Medicare supplement plans. These changes are effective August 1, 2020 and apply to Medicare supplement plans offered, renewed, or issued on or after that date.
