This bill modifies Medicare supplement plans by: 1. Requiring that an outline of coverage and a copy of the policy be delivered to applicants at the time of application and prior to payment of any premium, with an acknowledgment of receipt from the applicant (except for direct response policies). 2. Prohibiting health carriers from imposing preexisting condition limitations, denying or conditioning the issuance or effectiveness of Medicare-related coverage, or discriminating in pricing based on health status, claims experience, receipt of health care, medical condition, or age. Applicants must be accepted at all times throughout the year for any Medicare-related coverage offered in Minnesota, regardless of age or disability status. 3. Expanding the extended basic and basic Medicare supplement plans to provide coverage for an additional 365 days after Medicare benefits end. 4. Repealing the provisions related to guaranteed issue for eligible persons, as these are now covered under the broader prohibition on denying or conditioning coverage. The bill's provisions are effective August 1, 2020 and apply to Medicare supplement plans offered, renewed, or issued on or after that date.
