This Concurrent Resolution, passed in response to the COVID-19 pandemic and the governor's declaration of a public health emergency, suspends certain state laws related to public schools for the 2019-2020 school year. Specifically, it waives requirements for the number of instructional minutes, teacher work days, and the use of student assessments for determining student proficiency and progression. It also suspends laws concerning school and district performance scores and letter grades, as well as teacher evaluations. The resolution directs the State Board of Elementary and Secondary Education (BESE) to seek a waiver from the U.S. Department of Education for federal student assessment requirements to ensure continued eligibility for federal funding and to adopt emergency rules to implement these suspensions.
