AI Summary

This Concurrent Resolution modifies Legislative Branch Personnel Rule 27 to change how conduct reports are handled, requiring a preliminary review by the Legislative Equity Officer or an investigator before a full investigation begins, with an exception for certain situations. It also specifies that recommendations for remedial actions against partisan staff will only be made by conduct committees if an independent investigator has found a rule violation. The resolution extends the timeframes for these committees to conduct hearings and make recommendations, increases the number of alternate members on these committees, and mandates the recusal of complainants and impacted parties from committee service when their own matters are being considered.
