This bill makes several changes to policing in Virginia, including:
- Adds law enforcement officers to those persons who are guilty of a Class 6 felony if they engage in carnal knowledge without force, threat, or intimidation of a person detained or arrested by a law enforcement officer or an inmate, parolee, probationer, juvenile detainee, or pretrial defendant or posttrial offender.
- Prohibits state and local law enforcement agencies, including campus police departments, from acquiring certain military equipment like weaponized drones, grenade launchers, and .50 caliber firearms and ammunition, with some exceptions. - Requires law enforcement officers to intervene and report if they witness another officer using excessive force.
- Directs the Department of Criminal Justice Services to develop statewide professional standards of conduct for certified law enforcement officers and a uniform curriculum and lesson plans for law enforcement training.
The bill also has provisions related to search warrants, data collection on law enforcement activities, and the decertification of officers for misconduct.
