Bill Summary

An act to add Sections 48071, 49066.5, and 51225 to the Education Code, relating to pupil instruction, and declaring the urgency thereof, to take effect immediately.

AI Summary

This bill: 1. Requires school districts, county offices of education, and charter schools to implement a supplemental policy for retaining pupils in the 2021-22 academic year if they received deficient grades for at least half of their coursework in the 2020-21 academic year (except for 12th grade students). This includes a consultation process with the parent, pupil, administrator, and teacher, and offering specific interventions and supports regardless of the retention decision. 2. Authorizes parents, guardians, or pupils aged 18+ who were enrolled in high school courses during the 2020-21 school year to apply to have letter grades changed to Pass/No Pass, which public universities in California are required to accept for admissions purposes. 3. Requires local educational agencies to exempt 3rd and 4th year high school students in 2020-21 who are not on track to graduate in 4 years from additional graduation requirements beyond statewide standards, and provide them opportunities to complete the statewide coursework, including through a 5th year of instruction. 4. Provides for state reimbursement to local agencies and school districts for any state-mandated costs resulting from the bill. 5. Declares the bill an urgency statute to take immediate effect, in order to provide guidance to local educational agencies on implementing the new policies and supports.
