This bill makes several changes to public social services in California: 1. It requires one-time grant payments of $600 under the Golden State Grant Program to be paid as a one-time increase to the individual's Supplemental Security Income/State Supplementary Program (SSI/SSP) benefits, rather than as a separate grant payment. 2. It extends the authorization for eligibility interviews and application submissions via electronic methods for the Cash Assistance Program for Aged, Blind and Disabled Legal Immigrants through the end of the COVID-19 state of emergency. 3. It authorizes the use of lists of public social services recipients to notify them of potential eligibility for other benefits and services. 4. It suspends the 365-day payment limitation for emergency caregiver placements of foster children and nonminor dependents through June 30, 2021, subject to guidance from the Department of Social Services. 5. It appropriates $1.234 million from the General Fund to the Department of Social Services to implement the foster care placement provisions, with up to $29,000 for administrative support to counties. The bill is related to the state budget and will take effect immediately.
