This bill establishes a fungicide subsidy program within the Hawaii Department of Agriculture to subsidize coffee growers for the purchase of fungicides to combat coffee leaf rust, a fungus that has recently been detected in Hawaii and can significantly reduce coffee yields. The program will run for five years, from July 1, 2021 to June 30, 2026, and will provide subsidies of up to 75% of fungicide purchase costs before July 1, 2023, and up to 50% after that date. The bill also appropriates $400,000 per year for two years to be deposited into the state's Pesticide Use Revolving Fund to support the fungicide subsidy program.
