AI Summary

This bill amends the Education Open Transfer Act to allow student transfers to another school district at any time, except when the number of transfers exceeds the capacity of a grade level within a school district. The school district board of education is responsible for determining the capacity and selecting transfer students in the order the applications were received if capacity is exceeded. The bill requires school districts to adopt a policy for determining capacity and allows for appeals of denied transfers to the receiving school district and the State Board of Education. It also removes time limitations for transfer applications and requires school districts to submit transfer data to the State Department of Education. The bill exempts students of active military personnel from capacity limits and allows students of school district employees to transfer without requiring district approval.
