This bill revises the limitations on a municipality's power to take actions for the promotion of health or the suppression of disease. It amends the existing law to clarify that municipalities may take necessary or expedient measures for health and disease prevention, but such measures cannot prohibit or interfere with the free exercise of religion, freedom of speech or press, the right to peaceably assemble, the right to petition the government, activities within a person's residence or privately held business, or the right to bear arms under the Second Amendment to the U.S. Constitution, unless an act of martial law has been declared.
