This bill provides certain protections to consumers who engage in sports wagering, if such wagering is authorized. The key provisions include: 1. Establishing age and other restrictions on who can place sports wagers, such as prohibiting athletes, coaches, referees, and others with access to non-public information from placing wagers. 2. Requiring sports wagering operators to verify a bettor's identity, allow account withdrawals, publish terms and conditions, establish complaint procedures, and display responsible gambling information. 3. Mandating operators maintain the security of wagering data and not disclose individual bettor information, except for sharing account-level records with the Department of Consumer Protection. 4. Requiring operators to develop and publish policies on responsible gambling, including employee training and guidelines for responding to individuals with potential gambling problems. 5. Allowing individuals to exclude themselves or set limits on their sports wagering, which the operator must then enforce. The bill also directs the Department of Consumer Protection to conduct a study and issue recommendations on improving the operations, security, and regulatory oversight of the Connecticut Lottery Corporation.
